Two comments/questions:
1) What is the pupose of having five vans carrying the "clients" two blocks? Doesn't that get a bit expensive?
2) I find it curious that all the attention was on the new shelter site. Did anybody check-out the scene at Quorrapus & MLK as 30 homeless people gathered? When do they begin to gather?
Must make for an "interesting" scene as kids walk from the library or Galleria back to their homes in Winbrook or lower Highlands.
