At the moment these youngsters tend to gather around the fountains and the City Center marquee entrance.

It's possible to outflank most of them by not patronizing the fountain park, and using other entrances to get into the City Center itself.
However, it's been my experience that troublemakers aren't big fans of cold/inclement weather.
My best guess is that these groups will congregate in their usual numbers and make similar trouble inside of the City Center, once the temperatures dip, and snow begins to fall.
We should start tugging at the sleeves of City Center Management and the White Plains police now so they can plan for this "migration" before the critical holiday shopping season begins.
Shoppers have to travel only a few miles to get virtually the same retail mix of theaters, ice cream, books and electronics - and the parking is free and generally devoid of harassing youths.
